Instructions related to direct recruitment

Salary fixing rules for newly recruited employees have changed drastically from 15-01-2015. Prior to this date, newly recruited employees received full pay with allowance as per old service rules and other benefits such medical reimbursement was also admissible.But for appointment of employees to provide more and more employment opportunities to the educated and unemployed youth, keeping in view the financial crisis of the state, Govt. has made amendments in Punjab civil service rules volume-1 part-1 by its notification no. 7/204/2012-4FP1/60 dated 15-1-15. After this lots of instruction were issued regarding pay of newly appointed employees.
In this post we will discuss all the instructions step by step.
letter No.7/204/2012-4FP1/66 dated 15-1-15:-
                        We have already discuss about this letter in our previous post "Full pay(with allowances) after two years of probation period". So you can read that and can also download the instructions.
letter No.7/204/2012-4FP1/761 dated:28-08-15
Through this letter Finance department of the Punjab Government has clarified that if candidates, against the vacant post of direct recruitment are selected from same recruitment process and are from same batch, many of whom given appointment letter prior to instructions dated 15-01-15 and many later, they will receive full wages according to the old rules.
In this letter Government of Punjab clarified if the recruitment process for filling up the vacancies started before the issuance of instructions dated 15-01-15, i.e the test or interview had been done even though the recruitment process completed after the issuance of above instructions or the attendance report is given later, in such cases the instructions of 15-1-15 will not apply means they will be entitled to full pay.
letter No.7/204/2012-4FP1/1049 dated:21-12-15
Finance department of the Punjab Government in this letter written that if wages of employees is less than the DC/labour rates during the period of probation then in that case their wages should be kept equal to DC/Labour rates.
By referencing all of above letters in this letter Punjab Government clarified that employees recruited against the posts of direct recruitment on compassionate ground, who had applied prior to instructions dated 15-01-2015, will be entitled to full pay as per letter no.7/204/2012-4FP1/935 dated 15-10-15.
letter No.6/1/1995-1FP1/204 dated 27-03-17:-
In this letter Finance department of Punjab Government clarified that employees to whom minimum of pay band is given as per notification dated 15-01-15, shall also be paid interim relief @ 5% of minimum of pay band applicable to them and the amount so worked out shall be added to the pay already drawn by them at minimum of pay band or dc/labour rate, whichever is being drawn by them.
letter No.7/61/2017-3FP1/734 dated 29-08-17:-
In this letter Government of Punjab has decided that the newly recruited regular employees of the Government of Punjab, who are being paid salary @ basic pay (minimum of the pay band) or DC/Labour rate as per Finance Department's instructions dated 15.1.2015 and dated 21.12.2015, be allowed to avail government accommodation facility by deducting Licence fee @ S% of the basic pay plus percentage of House Rent Allowance as permissible to the confirmed employees at their station of posting.
letter No.7/72/2017-4FP1/775 dated 08-09-17:-
It is clarified by the Government that employees who have been recruited against the posts of direct quota after 15-01-15, to whom grade pay, annual increment or any other allowance except travelling allowance is not admissible during the period of probation as per finance department instructions, to those employees medical reimbursement is also not available during the period of probation.
letter No.7/17/2017-1FP2/627 dated 25-09-17:-
It has been written in this letter by the government that if any employee was employed in the Punjab government before the new appointment and his lien has also been kept on previous post, Then during the period of probation on new post he will draw pay which he was drawing on his previous post under the government and in no case he should not be paid more than the pay of his previous post.

How to Fill Option Form

It is commonly seen that many employees after getting promotion face difficulties in filling up "Option Form". In this post we will see how is the Option Form should be filled after promotion. Let us see how's the Option Form look like:-


                            As you can see in above image there are two points, 1 and 2. If you want your next date of increment from the date of promotion then you have to fill point 1 only. This means that if you get promoted in the month of May and you want to get next annual increment in this month then you fill Point 1 only.
                            If you want to keep the date of annual increment of your lower post then you have to fill Point 2. In this way you can retain your old date of increment.
                             It should be kept in mind that only one point should be filled up. If you have filled both the points at once then your option becomes invalid.
Note: This option can be given only within a month from date of promotion as per Revised pay rules 2009.

Current Duty Charge


Punjab Government (Personal Department) has issued instructions vide its letter no. 4/13/2015-3PP.1/891189/1 Dated, Chandigarh: 14 December, 2016 regarding "Current Duty Charge". Few highlights of these instructions are as follows:-

                   Current duty charge against a vacant post on the basis of seniority, can be given only to the officers/ employees, who as per provisions of departmental rules qualifies necessary education qualifications.But their experience is 25% less than the required experience according to the departmental rules and due to lack of other officers in the cadre, the office work has been adversely affected.  It is also clarified that current duty charge can't be considered as promotion in any case.
                       if current  duty charge is given to any officer or employee then he will be entitled to pay of higher post. Duration of current duty charge will not not be counted for experience and seniority.

                  During giving Current duty charge no relief will be in case of educational qualification and seniority.

                          An officer will be entitled to pensionary benefits only according to last pay of Substantive post.For complete information download the instructions from link given below:-

Technical Resignation

Punjab Govt. has issued instructions regarding "Technical Resignation" by its letter No.6/10/2008-6FPPC/1 Dated: Chandigarh 19-02-16.
                              In this letter Govt. said that  a resignation from the service or post entails forfeiture of  entire past qualifying service. The exception is technical resignation which does not result in forfeiture of past service.                      

                               In cases where a Government Servant applied for post in the same or the other Department through proper channel and on selection, is required to resign the previous post for administrative reasons, the benefit of past service, if otherwise admissible under the rules, is given treating the resignation as a "Technical Formality". Resignation submitted for other reasons or if the competent authority has not allowed him to forward his application through proper channel is a resignation and benefit of past service will not be admissible.

Clarification about Interim Relief

Punjab Government vide its letter No. 6/1/1995-1FP1/86-92 dated:16-02-2017 released Interim relief to employees and pensioners of the government and also said that "Interim relief will be treated as pay for all intents and purposes". Following these instructions some of the departments of Punjab Government were adding this interim relief in basic pay, during applying annual increment. Which led to the threat of senior junior employees pay anomoly.                           
                         Thats why Punjab Government through its letter no. 6/1/1995-1FP1/840 dated:05-10-2018 clarified that Interim relief is not be added to basic pay for grant of annual increment.

Full pay(with allowances) after two years of probation period

Punjab government has issued instructions regarding fixation of pay of newly recruited employees on 15-01-2015. According to the instructions for the first two years of probation(if not extended) an employee will be entitled to Minimum of pay band only. For example if a newly appointed Clerks Joins today then according to the pay scale of the post of Clerk 10300-34800+3200 he will get pay Rs. 10300/- only and no other allowance is admissible except travelling allowance.

Clarification regardinig Interim relief

In these instructions govt. clarified that Interim Relief will be treated as pay/pension for all intents and purposes and amount of Interim relief will be absorbed in the pay/pension revision to be allowed by the state government on the recommendations of the 6th Punjab Pay Commission.
