Anomaly in the pay of Senior Junior employees due to re-revision of pay scales with effect from 01-12-2011

Its just a suggestion that it should be like this. Means no instruction are issued regarding this from Punjab government. Only Directorate of School Education has issued clarification on this subject. Because after revision of pay scales with effect from 1-10-2011 and 1-12-11 the pay of some Senior teachers of their department becomes less than the Junior teachers due to benefit of 4,9 and 14 acp after revision of pay scales. Means pay anomaly was created in Senior Junior employees. So writ petitions are field by those teacher in Punjab and Haryana High Court and the decision was in favour of those teachers. Another example of this case is as follows:-
Senior Employee
        Assume Mr. A appointed as Clerk on dated 19-02-2002 in scale of 5910-20200+1900. He gets benefit of 4 year acp from 01-11-2006 in next scale 5910-20200+1950 and 9 year acp from 19-02-2011 in scale 5910-20200+2000. Then on revision of pay scales with effect from 01-12-2011 his pay fixed at initial 13500/- of pay scale 10300-34800+3200. Afterwards he gets next annual increment with effect from 01-12-2012 and his basic pay was fixed at 13910/-
Junior Employee:-
      Now in second case suppose Mr. B was appointed as Clerk on dated 30-12-2002 in scale 5910-20200+1900. He gets 4 year acp from 30-12-2006 in scale 5910-20200+1950. Then on revision of pay scales with effect from 01-12-2011 his pay was fixed at initial 13500 of pay scale 10300-34800+3200. Afterwards he got 9 year acp from 30-12-2011 and benefit of one increment was given. Accordingly his pay was fixed at 13910. He got next increment on 01-12-2012 and basic pay was fixed at 14330.
         From above example it is clear that pay of Senior employee becomes less than the Junior employee due to benefit of acp after revision of pay scales. So pay of Senior employee should be stepped up with the Junior employee.
